Digitalization now! Saarland starts its first online administrative meetings

On June 3, 2025, the first district meeting to implement the Online Access Act (OZG) took place in the Saarlouis town hall. Representatives of the district municipalities and the eGo-Saar special purpose association came together to discuss the digital transformation of administrative services. The OZG obliges authorities to offer their services in digital form in order to create more citizen-friendly, efficient and faster administrative procedures. Mayor Carsten Quirin opened the event and underlined the importance of the joint commitment to digitalization. He emphasized that this initiative is essential to successfully master the challenges of digital transformation in municipalities.

Digital applications and talking points

During the meeting, various current digital applications were presented, including Ehe-Online, the digital driving license, digital housing benefit and eWaffe. These services are part of the first steps towards the full implementation of the OZG and are intended to offer citizens easier access to administrative services. Particular attention was paid to the discussion of key questions regarding the introduction of further digital services.

eGo-Saar plays a central role in the digitalization of these processes by examining the existing procedures and online services together with the pilot municipalities. How on ego-saar is explained, the association is investigating whether the processes can be covered by reusing EfA (one-for-all) services. This principle enables a federal state or an alliance to centrally develop an administrative service that is offered to other municipalities for shared use.

Development processes and electrical solutions

In this context, so-called booster and focus services, such as digital naturalization and other important services defined by the IT Planning Council, are also prioritized. If the test does not find a suitable solution, eGo-Saar will develop its own online services in coordination with the pilot municipalities.

An important aspect of the technical implementation is the use of a low-code based modular application and process platform (APP) from Civento. This offers the possibility of connecting various systems such as document management systems (DMS) and online payment systems (e-payment), as well as the integration of the BundID account.

The solutions should only be rolled out across Saarland after a successful pilot operation in which all systems are tested and connected. This ensures that the digital services are both functional and user-friendly.
